There is no "Exact Answer" to this question. The principles that stand behind this theory are avoiding the defensive kegel in result of a sudden stretch. So, the best answer this is- slow enough for your Pelvic Floor not to contract (flex). Other than that- there is an EXACT ratio, but it took me 2-3 days to master it. The perfect technique is to pull exactly 0.296736 milimeters every 0.95 seconds! Try it- it works amazing! rofl!!!!

I just tried it, I have no kegel flex but I stretched to my limit like with intense sudden pull, what happened when you mastered it? Do you working your stretching in that way every time and does it gave you erect length? rofl
 
Once you master it (to stertch 0.296736 milimeters every 0.95 seconds) it is possible to gain a permanent inch in a session. rofl!!!!!!!!

"When you start to pull, the penis reacts. It pulls back at you. It turtles and tightens up to protect itself. If, IF, you go slow and sneak up on it, it won't react and pull back to its starting length, but will let you pull it out rather than "tensing up."

This makes sense and is a smart way to attack a stretch but you could also simply engage in a Reverse Kegel and the pull back would be eliminated.
