Theoretically a generally healthy diet that supports good blood flow and being in a caloric surplus with enough protein should be what you need to grow new tissue down there.
My diet over the past 6 months has been very strict with mainly protein with complex carbs. I first needed to find out how many calories I could take and still see weight loss. After that I just remained committed to the diet and today I am a 190 and I started at 221 in May. Adding in exercise will only increase the weight loss. I am about to start body building now that I am in the weight area I want to be. Another 10 pounds and I will be right where I look best.
To lose one pound, a person must burn 3,500 calories more than are consumed (500 calories per day over the course of a week). For example, reducing calories by 300 per day and increasing daily activity to burn off an additional 200 calories should result in a weight loss of one pound per week. This is what I followed and I lost weight at that rate.

You don't need a specific diet,just eat healty.No junk food,only drink water ( and tea if you want ),lower or eliminate sugars,etc.Make sure you have enough protein in your diet.You should eat veggies , fruits, dairy products , whole grains,lean meat and drink tons of water.
But for actual growing i would say that a diet with a vast amount of minerals, vitamins. Well hydrated and low on junk (basicly the same thing as what you would do to regrow a wound) would be most beneficial.
Oh and remember a cardio regiment aswell.
Heavy lifting is known for increasing test levels massively but i dont know if it would be enough to help growth og the penis

I was waiting until I got to 185 before I started weight training. I am 5 pounds away and I am looking good but muscles could look better so I am gearing up for Phase 2 of my body work.
You'll need the extra blood to make your penis bigger. Human blood only. And no garlic.
