Bio-oil is OKish, in my book. As far as ingredients go, I'd stick to something else.
My go-to skin care product nowadays is mainly Shea butter. For me it's great for several reasons; it's non-comedogenic or very low in that rating. I can use it on my whole body for various duties. (Combine with an essential oil and you've got a natural deodorant, adding baking soda can make it even more effective, but the amount of baking soda will vary person to person.)
It's pretty great on my hair as well! Suitable for so many things.
Other good oil I've used recently is Argan Oil. But the stuff for food is different from what's meant more for cosmetic use. (As one could look and see Argan oil in the food department, from what I've read it's not the greatest for skincare.)
Then there's black seed oil as well. It has been even advertised that it could add girth and length to your penis. I dig it more on a culinary level, adding black seeds to many of my foods to add flavour. But I do use the oil on my cock though, occasionally anyway.
World is full of choices. If something does work well for you, then by all means use it! But if the results aren't up to your standards or lack in effect, then there are plenty of choices.
I just like to try the more "natural" route at times, especially in cosmetics.

whets the best time to use hydrocortisone cream, is it safe on the gland and shaft and what strength is best?

Hydrocortisone is good for athletes foot as well, but you have to be careful not too use it all the time, as it can thin your skin.

You’re thinking of the prescription strength the over the counter version does not thin the skin. 0.1% over the counter.
You should use .1% hydrocortisone over-the-counter, after each workout to prevent redness, itching, burning, dry skin and other elements. A small P sized amount rubbed in this plenty. If you shave it will eliminate any kind of shave burn or ingrown hairs.
