According to the website, you get a cup based on the measurement of your smallest flaccid girth to prevent it from slipping off when you are at your most flaccid girth. The website further advises that the Devocup/suit is intended to maintain the flaccid gains that you achieved through other Penis Enlargement procedures. Apparently, it is a maintenance product not a lengthening product.
 
They did not mention stretched flaccid.i believe they were referring to your normal flaccid under poor conditions such as when it is cold.
