This is pretty old stuff. The item's producer has added some padded rollers to an upside-down Mason Jar Lifter. You can tell by the shape of the handles that the unit began life -as- a mason jar lifter.
It's not useless. A jar lifter is actually a really intense device without the foam rollers (but you have to use lotion or oil with it.)
The rollers make it far less intense, and it's not a replacement for techniques you'll find in full-range Penis Enlargement like you'll see here at [words=http://www.mattersofsize.com/join-now.html]MoS[/words].
Since a jar lifter by itself is more like $8, or even $5, the extra $90 for foam rollers seems excessive.

To cut the producer some slack, ... the added rollers do reduce the amount of dexterity one needs to use a Jar Lifter for Penis Enlargement, they remove the necessity for lotion or oil, and most other Penis Enlargement devices are at least $100 too.
But the rollers also remove intensity.
In that foam roller version, the inside throat depth on the unit is about 7.5 inches, which provides a matter of
scale. They've made that thing for literally years and the last time I noticed didn't look like they were in any danger of being bigger than the device. Draw your own conclusions as to its effectiveness.
