YES. You can enlarge it. thats never been a problem.

I personally believe that it is easier to jelq stretch, and hang being uncircumsized. The extra natural skin makes an uncircumsized penis more pliable and flexible plus the extra nerves and capillaries in the forskin help with sensation and circulation.
