stretching issue

[seeking8.5x6]

I have found recently when i stretch and get a really good pull that there is swelling of the skin or fluid buildup on the underside of my penis along the frenelum and foreskin area. Im sure this has happened to a few people and any advice from the vets on this is much appreciated.
