I don't think it's only black people. I believe that many people in adult entertainment use some form of Penis Enlargement. I've often noticed small dark red spot as if from jelqing or other girth work on dicks of adult entertainment stars.

I can tell you right now that my shaft skin is darker than my body skin. Always has been so Im not sure if you could say that is from pumping as I have never pumped. Not the best argument...
