Fluid build-up problems

So i guess I have fluid build-up right beneath my glans and it is almost a complete ring around the glans...it is this hard, strand-like build up under the skin
Is there anyway to prevent this or make it go away?
Ive read from DLD that massaging the are helps but it doesn't seem to have any affect, is there a specific way to massage it?
I'm worried that it is just going to keep on getting worse and I will have to stop Penis Enlargement which would suck...Any thoughts from anyone?

Is it caused by pumping or Jelqing? Whats your current routine?
