At what length is the penis nonfunctioning?

Does anybody ever had a penis this big?
Is this information purely theoretical or somebody really had a 28 inch penis which made it non-functioning?

I don't see the need for a 10 inches penis. I'm shooting for 9 inches because there are some big bodied ladies that can take 9 inches and I love big built women. Anything passed 9 inches is not worth it.

9 is gigantic and about 4 inches longer than average
