So, yes, you can pull that base segment out. Yes, you can get that extra girthier base to use as your advantage. But, you must understand, you have to strengthen that extra length you gain form the base since the suspensory ligament is now very week. Pumping and moderate pressure from downward jelqing will do just that. DLD came up with the DLD Blasters to focus near the base is for that purpose.
