Simply start wrap at base of penis and as you wrap upward hold penis out as much as possible

Thank you. I do struggle with turtling especially after a combination pump and manual stretch routine.
Figure this would give a better extended state for length gains as well?

Yes it should. Another reason for turtling is if your fat pad is too big.
