Anyway, ROP isn't suitable for cock ring usage, at least not when you seek hard clamping power. Sure you could use it together with a cock ring, no problem in that.

A basic adjustable cock ring is your best bet. Silicone is a good material. I advice to stay away from stretchy TPR or the kind, I've broken those so many times. Only good for few uses, in my opinion. And they're usually not the most fit kind, it's difficult to adjust the power of clamping.
Check your local adult store or surf the web: most of the shops are bound to have few adjustable rings and the price is usually under 10 USD.

So, my recommedation: Adjustable cock ring. Or then a buy a set of different sized silicone rings, they usually go for 10-15 USD.

Okay, I found a good cock ring but I have one question. What is the difference between using the cock ring on just your penis and using the larger cock ring on your penis+testicles?
 
Depends on what you want to accomplish. If you are having trouble achieving and maintaining an erection, you can not beat the Osbon tension band by Erecaid. I have seen them for $17, including shipping. If used properly, it will last for years. I have ED and use mine 3 or 4 times a week. However, it is tight and needs to be removed every twenty minutes to avoid problems. It also causes your dick to start to loose sensitivity after 10 minutes.

If you are interested in recreational use, the ones recommended by arlailija should work well. Google cock rings and you will get more options than you need.
