It can help, but is mainly used for libido. So yeah, more libido = more blood flow being sent to the penis.
I take RHODIOLA as part of my cortisol blocker at night, to aid in sleeping. Since at night our cortisol levels spike.

Unless you plan on doing 5000 kegels for sets everyday, I don't think you will get a hard flaccid.
Strong PC muscles make us hold much bigger amount of blood into our penises.
For example let's say that you gain 2 full inches. How are you gonna maintain an erection if your pc muscles are not trained to hold the increased blood requirements to obtain a full erection at that size?
