smoking generally narrows your blood vessels.so i wouldnt say it makes it smaller but that with the restricted blood flow to it that its not getting all the blood it could get if you didnt smoke.besides the fact that smoking has more serious effects to your body than making your dick smaller. if your worried about your dick and you smoke i would say that smoking makes your dick really small and it could possibly fall off if you smoke enough
