hey, so I don't know what the hell is going on down there, but when I jelq the skin just above my shaft pulls down onto my shaft, like, it all slides almost 3 inches down. Can everyone do that? Does anyone know how to prevent this?
Yep thats fairly normal. The skin is not directly anchored to underlying body structures, especially in this area.
You can use your other hand to retain the skin to the base, as you jelq from base toward glans. Need lube to glide the jelq fingers over the skin... and being well warmed up too.
vaseline is the king of the jelq lube options. Can be had for as little as $1 at dollar tree in a lean month.

The dry jelq is fine you just gotta ignore that pulled skin.
Wet jelqing with lube will feel different than dry due to the gliding. You can easily transition into ulis, isos, edging ... as you learn add those over months.
Be careful of getting too excited and crossing into masterbation to orgasm. Up to you but it may ruin girth session... but you can salvage by doing length work right away while fatigued and flooded with hormones... read last link in my sig.
