The difference is the fulcrum used in the wrist, there is at least twice as much intensity than that of a "V" stretch. With that said it is a tunica and ligament specific stretch.
I have only been NPenis Enlargementing since November 1st and was wondering, in your own expert opinion, would it advisable for me to include the inverted V-Stretch so early on in my program? Only, I don't really want to include the above exercise if my cock isn't really ready.
