Of course. You increase your erect size. LOL. Not trying to be a dick, but if you increase in flaccid, you increase in erect. You won't get bigger in one way and not the other.

Wear a cock ring all the time then? That will only fill your penis with lymph fluid though which is not permanent. You really can't increase ONLY flaccid size.

It's strange because my erect size is 6 in. but my flaccid is like 2 in. and I compete in kickboxing so when I am onstage at weigh-ins it gets really embarrassing being in my underwear with a tiny chub which one of the reasons I am so curious about flaccid size.

Yes, any time you make an increase in penis size both flaccid and erect increase.
