Hairy shaft, tight circ? (need help)

that isn't my penis.. but i have a similar situation.. scrotum skin comes up 1/3 up my penis.. and have hair high up in the shaft.. is there anything I can do to take that scrotum skin down lower (so the skin isn't half way up the shaft and hairy) so I dont have to keep shaving??

You should start with some manual stretching. BE VERY Careful about "Turkey Neck Remedies", a lot of the info (theories) come from guys with little to no penoscrotal web and are just plain WRONG, and will only worsen the problem.

PS. Just stretching the underside of your shaft only (depending on how severe your problem is) is not a good idea, all sides should be stretched evenly.
