This is really confusing to me, sounds like you have recieved one of thoose [words=https://shop.mattersofsize.com/products/sizegenetics-penis-extender]extender[/words] without tension scaling marks, 600g. 900g, 1200g, 1500g, indicated with lines on the hexagonal metal bars.
All you should have in focus is to be at the right tension, which is 900g for a beginner, and 1200g when you are in to your journey.
No matter what cm length you stretch at in the beginning, tension is the only target you should have.
