It seems to ME that a certain amount of expansion would equal a greater size increase on a fat penis than on a thin penis. That same amount of expansion would be expanding more surface area, leading to a greater numerical gain, RIGHT?

Theoretically yes, if it's the same person. However, it seems that genetics is a much better determining factor.
