Jordey is correct, when medically measured it is either bone-pressed erect or bone-pressed flaccid stretched. Measuring non-bone-pressed would not give a real average size due to men who are overweight. Bone-pressed is the only way to get a consistently correct measurement. Non-bone pressed is more a way to check how much fat you have at the base of the penis.
