Avatar Help!!

I have an avatar that I want to use, but it is too big. Is there a way to resize it so that I may use it? It really isn't an avatar, but a .gif Will that make a difference?

Get into pain, then take down the menu Picture>Change Size... Just start with something you think will be good till you get to the right size.

What do you mean by get into pain? Did I miss something or did that one just go completly over my head?
