@9.5inchpro tissue overconditioned territory. This is from my perspectives. Just hear me out first, and allow other vets to chime in as well.
Since you've been hanging continuous for so long, at static (stationary) weight, your penis literally mounted a defense against you growth. Why? You already inflicted tons of micro traumas at static (constantly) level 5 days in a row. Most don't understand that you don't need 9lbs of pure weight for an hour to get the gain. It only take 20 minutes to initiate the bond breakage follows by the long hours of keeping the broken bonds wide open for repairs. At this point your penis already cemented the gains to possibly 90%. Your tunica is hardened up and placed your penis into length preservation mode. The only thing you can do now is either to ease back to maintain, or go on a length vacation to allow the tunica to relax before hitting it again. The break can be a month to 6 month. Your choice. However, when you return, no more hanging. You have to go through a dynamic type of stretches and not static. It may have been discussed may times over, but to achieve optimal dynamic stretches, you have to use a fulcum base device. It can be a simple broom stick, or it can be the more advanced LengthMaster. There is an additional element you must add into the mix, which is the crank/contortional loading by twisting the penis. This breaks down the tissues laterally (sidewards) and not just longitudinally ( lengthwise). I haven't come across any other tools that can do this beside hanging while twisting. Even that method is not enough. I'm envisioning that at this point, you need to push past 15lbs of traction force for 30 seconds as high, reduce to 10lbs of moderate traction force as moderate, and low at 5lbs.
As for girth, you're still primed for expansion growth. But good grief brother, what's up with that crazy 15+ inHg of pressure. You're in black magic growth zone. Pretty dangerous territory. However, the girth can still be gained using the hose squeezes and SSJ with the pumping. For the pumping, you probably do a 10 minutes pumping with a 20 minutes of SSJ and horse squeezes, in combo with the regular jelqs. How about 3 minutes of pumping to 15inHg that you normally go up to first, follows by the 10 to 15 minutes of SSJ, horse squeezes. Then hit the pump again for the extra 3 minutes of higher pressure that you're at 20inHg, but go down after 30 seconds to 15inHg, then backup to 20inHg for 30 seconds in a cycle. Focus on the SSJ and horse squeezes again. If you want to keep going with the pumping and squeezing, go for as many sets as you want. End it all with the jelqs in place of the post restrictive pumping routines using a base wrap or a cock ring. If you want to maximize the girth expansion during repair, go for the post pumping routine. You'll see a sudden jump on the girth gains since there is a tell tale sign of your potential girth size.
