16 to 18 got like tall and lanky
18 to 20 started filling out
21 to 27 romping and stomping kicking ass and taking no prisoners
27 to 29 started to simma down a bit
29 to 31 still kicking ass but learned how to do it right

Where puberty ends is a difficult one. I would say usually around 17-20. But your body keeps on developing after this though. I am 26 and wasnt a late developer but my chest is STILL getting hairier as the years go by lol! Also things like your nose and ears never stop growing!! 
I believe that thicker chest hair and thicker facial hair keep developing into the mid 20s or so.

I think my penis was probably about 3" erect until I hit 16, then it doubled. I stopped growing around 19, but I'm 23 and I keep getting hairier.

they say 18 but i think men dont stop fully growing until their 24,i think women stop growing at 18

Unless your a late bloomer, i'd say on average it would be 18.
