No need to take the cock ring off unless it causes uncomfortableness for that spot. Just adjust it to a different spot.
All you need to do is to squeeze the old blood out if the blood happens to still remain in the penis. Some like to wear tight rings, causing the blood to stay there for more than 10 minutes without draining. Some of us just wear loose rings and perform erections every 5 minutes or so as the blood drains out of the looser rings. Mine drains out every 5 to 6 minutes, causing my plump flaccid to be drained flaccid. I just get a light erection to get more blood in, and allow the blood to drain out of the penis slowly. Doing this allows you to train your mind to get erections on command, as well as some light kegels in.
No I don't take the cock ring off. I only adjust it at the base every few minutes.
It can be less than 10 minutes before you adjust the ring. Whenever you feel any burning sign, adjust the ring.
