Right on the skin between the shaft and scrotum. Seems to die down whenever I take anti biotics, but it always comes back. Painfully only when pressure is applied to it. NO! Never ever squeeze it! If he does this he will end up with scarring. The proper way to deal with an ingrown hair is to use a hot compress until it comes to the surface (it will appear as a little black spot). Once it has come to the top use a tweezers to grip the hair and slide it out. After that continue to use the hot compress until all fluid is gone. There is no rush, take you time and heal correctly.

I suggest twice a day. It should not take too much longer than 2-3 days before it will surface and be removed. 5 minutes of hot compress is plenty. After hair is removed do not squeeze the remaining fluid out, allow it to drain on it's own against the hot compress. I know I am being extra careful here but an ingrown hair removed the wrong way can cause extreme scarring. The scarring will get worse as you stretch, the scar will lengthen and deepen. It is smart to heal completely.
