I hope you are doing a length routine and not just relying on the sleeve? The sleeve will help you stay elongated after a heavy length routine and with time, your flaccid length will grow to stay longer.
What if I wear it at work for 8 only using the sleeve no other pe I have a size genetics, but don’t have the time to do PE like I used to.
You will not gain anything. If the reason why you bought the sleeve is to wear it without doing PE, you have wasted your money.
If you can spare 20mins to 40mins daily, get yourself a length master. You can wear the sleeve after a heavy length master session.

I am considering purchasing the sili sleeve 2 as well as a cap for during pumping and then I can use the sleeve after length routine as well and sili rings for after wet pumping (hydromax) . Is this correct?

Are you mistaking the silistretcher for the sili sleeve? I don't understand
You don't wear a sleeve while pumping. It will prevent expansion of the penis tissue.
Will I still want to wear a cap?
No you don't need to wear a sili cap while pumping. Just enter the pump erect.
