Measure with the ruler firmly pressed against the pubic bone at the center of the top of the penis and measure to the urethra opening at the tip of the penis. You should take two measurements, one done erect and the other done flaccid.
No one is answering his question I think, but it's because it is just a little bit longer on the side, I think. You can push your ruler a bit further so it's longer.
From the side you are venturing into the leg, this is behind the base of the penis. The penis ends at the base of the pelvic bone and should be measured from that point for best, consistent measurements. You could measure from anywhere really, as long as it is the same place and it is anchored against a non moving body part (pelvic bone).
