Some men just naturally hang down more when fully erect. I would focus strictly on jelqing every day for a while. My dick went from a 90 degree erection angle to eleven o'clock after three months of daily continuous jelqing.
Stretching does not help you with erection angle, usually. However if you put in equal time between jelqing and stretching, let's say a half hour to an hour on each, you'll be fine.
