You can keep your room temperature at ~ 30°C/86°F when you stretch. I use an electric heater/car interior heater (with a fan) to boost up the temperature in the room I'm stretching in.
You can also use MOS-RED to get in heat into your tissue before stretching as well. Warm tissue is important for stretching.

When you go outside you need a good penis elongation wrap (that doesn't allow shrinkage/turtling), and when it's really cold outside I put on a warm sock over the wrap. You can buy a smaller size sock that fit good over your wrap.

I was a bit worried yesterday but it's normal. Cold is not good for the penis and this is why I get bigger expansion when I pump with warm water compared to dry pumping.

If you have an electrical heating fan, that increases the inviromental/room temperature you should be good. Good at least during the session. But I agree cold is not good for the penis. I always experiences longer warm-up time, and so forth when it's colder outside, especially when I have been outside and need to do PE.
