I have been doing 30 mins hanging sessions with 20lbs weights for a little over a month and have added a about 0.25 inches. Now I intend trying something different.
I am going to use lighter weights, but try to pull of a 1 hour session. My question is...would this be dangerous due to restricted circulation or is it OK to do that?
I want to know if anyone has tried/done this before? I figure I could reach my 10 hours a day mark doing this.

That sounds fine but I would still be cautious and go from 20 minutes to 30 minutes to 40 minutes to 50 minutes and finally one hour. This way you know that you’re safe as you go

I totally agree with you on being cautious, but I have been hanging for about 3-4 years now. I initially used to just hang for 20 mins twice a day, with no results... so I decided to go for 30 mins 4 times daily about a month ago, and gained a little. Now, I am actually looking at using same weights for 30 mins x 2, then reducing the weights and going 1 hour sessions for the rest of the day.

you know exactly what you need to do. With your experience you should have no problem hanging for an hour.

Your penis might have adapted to all the hanging that has been going on. It would be best to attack the penis from a different angle. I'd suggest bundled stretches.
