The frenulum connects along the base of the glans to form a V-shape, creating a natural penetration and scooping channel to remove semen of other males from the female. It's a natural evolution of competition for procreation. It does stretch along with the rest of the penis when enough traction pressure is added to this soft connective tissue. It's more a pain to have it during PE because it gets in the way for proper wrapping and strapping.
