need help with this

Ok here goes, when I have a hard on it stands straight up and when I push it down there is a something real hard at the base of the shaft it runs straight up the shaft, about the size of like a guitar string I guess. I was wondering if there is a way to get it to go away or is it something that wont go away. Is it something that I can stretch out or what?
