It's like when I clamp, this penis looks muscled, but I'd like this look. What do I need to do to make it muscled non-clamp? Your thoughts...

It is not so much muscular as it is vascular. As you gain in Penis Enlargement you will also have an increase vascularity. This becomes more defined as you progress.
