Leg raises, when done properly can be very good for your abs. They're not 'more effective' than other exercises, but they are a great and dare I say...must have exercise in a solid ab routine. They target more the lower abs and 'hip flexor' muscles. A great overall ab exercise I have fallen in love with recently is a "V raise". (Click the link below)
Leg raises will cover the bottom half, definetly the one of the most intense of the lower ab excesices. You'll have to do regular crunches or situps for the top half. Don't forget the obliques and the lower back too.
