Why not just it a Sports shop and pick up some cheap plate weights?

I want the bungee cords so i can hang straight out and the stealthy weight rings so i can hang light throughout the day

Tried Amazon? You can order small bungee cords, para cord, etc. Also on Amazon, look up "fractional weight plates". I suggest them to my own customers as a great "bridge" option for advancing in weights. They are also perfect for moving up and down at times. They are usually sold in sets and come in very small increments. The sets usually include two 1/4 pound, two 1/2 pound plates, two 3/4 pound plates, and two 1 pound plates.

A pulley. Why the "need" to hang straight out? Most effective angle is downward and between the cheeks.

I doubt having your johnson pointing straight-out is going to be very 'stealthy'...maybe look into The PF

Fishing weights are comparatively inexpensive and can be used in very graduated amounts. The smaller egg shaped sinkers can easily fit through the neck of a bottle or jug, which can be used as a reservoir for the weight.

If you have a sporting goods store close by that sells shooting and reloading supplies you could buy bags of steel shot that range in weight from 5 to 10 pounds and cost approx. 15 USD. Some stores may also sell the weight bags for shooting sleds that you could put your own weight in. Some of these bags come with their own strap making for easy attachment
