During the Workouts or Inbetween?

Since there is very little blood flow to ligaments, does growth of ligaments occur during our workouts or inbetween? Does the tunica grow during our workouts, or inbetween?

What have those who measure before and after workouts found to be true?
 
Well when I've measured before/after workouts I typically find that erect length may be barely improved, while FSBPenis EnlargementL is usually about a quarter inch above normal "cold" measurement. I think this is because the elasticity has been stretched out. Also after workouts I notice that everything feels softer/more pliable. Hope that helps.
