there is also a heavy rubber ring that is even cheaper, but it says don't use with oil or grease because it will rot the rubber

They have a magnetic wrist strap that is made of velcro and a neoprene. Its made by homedics if I'm not mistaken. That will do the job also but no where nears as good. You will have to keep adjusting it every so often.

Make your own using sticky back velcro, the kind used to make a Captain's Wench. Cut each piece to the size you want and stick them together glue side to glue side. That is what I have, in several sizes. Wrap around your sack with the soft side next to your skin.
For weights, get some split shaft-collars from McMaster Carr. The steel 1 1/4" ID collars are only about $4.50 each.
