Yes it can, depending on what you've done before the pumping session. Here's an example:
If I pump on without doing any pre-warmup stretching routine, the length in the pump tends to be longer in the cylinder on the 2nd pump set.
If I pump, but here's a snag of caged skin that pooled at the base, and the entire penile shaft cannot get into the cylinder properly, I can't get the expansion I needed in the cylinder. This actually happens to me when I use the 2in cylinder for all my sets rather than switching up to my 2.5in cylinder. The pooled expanded skin at the bottom prevently the entire shaft from entering into the cylinder, either because I didn't have any lubrication on or there's too much friction around the shaft preventing the shifting of the penile body goes upward. My pump length is as long as my BPEL on the 3rd pump set. However, there's quite a bit more girth, roughly around 25% more.
The last, but not the only one, there's a current fatigue pulling back. If you don't see a length or girth increase in the cylinder, you reached fatigue zone. It also happens to me. At times where stretched and pump 4 days in a row, wrapped and even use the ADS for more than 10 hours, my penis says, "Nope. I'm tired. Don't want to play with you any more." No expansion or elongation. I gave it a day or even 2 days off, and it's back to normal.
