Typically, I would pump my penis and then put this ring under my head and then one at the bottom of my shaft, but watching videos on here I think I need a sleeve to keep my penis elongated. Also I’m a big leaker so anytime I do anything with my penis, it leaks. So I can only do this while at home. I can’t even wear a clock ring to work etc. same issue. But I do think the ring on the head has made it larger.

It depends on how tight the ring is, and what kind of routine you are following through. When pumping, you match the 5 minutes rule. 10 minutes at pressure greater than 6inHg will make you have fluid retention.
If you want to wear it after the pumping, make sure to cycle new blood into the swelled glans every 5 minutes, and never let the blood sits in the glans greater than 10 minutes.
