That would be a rough measurement, use a ruler or a tape measure in order to gauge gains with accuracy.

When I wear an extender set to 25cm, after a while the size changes in a flacid state, right? So, that means there should be more than 25cm in erection? If I don't change the setup on my extender (let it stay 25 cm) and continue to wear it like that for some time, my penis will continue to grow, right?

As long as you’re stretching longer than your bones pressed erect length you are in the sweet spot.
