Should There Be A Hole For This Specific Cap?

I received this together with the silistrecher, but there's no hole on top of the cap like other sleeve. not sure if there should be a hole?

Looks kinda like the clear ones i got when i purchased mine a while back, i have never used them so far as i like full length silicaps, but let us know how you go with them.
