You're doing them when you're urinating as well.
But personally I don't see any reason to do them when you are not stretching (in relation to penis enlargement).
You want to stretch your inner penis, Fundiform and Suspensory ligament fully with no restrictions, and the only way to do this, is to relax your pelvic floor muscles fully. The harder you stretch, the easier it is to fully relax into the stretch.
