Lumpy Hair Follicles

I have these little lumps on the skin of my scrotum that carry on up the shaft and have been there atleast since puberty, if not always. They do not match the description of any disease, side effect or injury I have come across and seem perfectly fine but do not look particularly pleasant. Combining this with the fact that every single one is neatly placed at the base of a hair (and every hair has one), I've come to the conclusion that these are simply some sort of overgrown follicle. I'm told this is perfectly normal and will go away with time but it hasn't and I have not noticed anyone here with similar. Is there anything I can do about this?

I think I recall @DLD used to say that, smokers toothpastes does eradicate a certain penis skin irritation or something like that.

Yes for ppp smokers tooth paste you will see these flake off with 1 to 2 weeks
