Is this routine a reasonable starting point?
Two sessions per day: 20 minutes of manual stretching + 10 minutes of jelqing.
One session in the morning and one in the evening.
This adds up to 1 hour of activity per day.
I plan to follow this routine with a "1 day on, 1 day off" schedule. I will only use my hands—no devices involved. I want to train as intensely as safely possible, so I’m asking: how many days per week would you recommend based on this routine?

As a beginner, is this level of training harmful to the penis, or am I on the right track?
Could it cause overtraining, sensitivity loss, or other damage?

Please respond strictly in the context of this exact routine.

I would say that's quite reasonable as a newbie or beginner's routine to ease into the new PE journey. But after a couple of weeks, start to increase to 3 days on, or even 4 days on, and 1 day off for another month as an adjustment period. From there, crank up the intensity even more until you feel the achiness after each routine.

The keys are to ease in, increase up intensity after adjustment period, and wrap up/sleeve up to keep the penis rest and heal through blood flow all day long.

First, and foremost on the ranking of importance, don't over expect gains. Expect too much with too high of a result can yield the worst results. In PE, we have a mantra here, "PE is a marathon and not a sprint race." Why? PE takes time to ease into, tailor with proper routines, observe for growth, and chase after that specific growth. Some didn't see any growth for 3 to 6 months, decided to give up, and suddenly, the growth came out of nowhere. While other see some small growth at first, hardly growth after 8 months, and suddenly a phenomenal growth on the 9th month. We are fighting against all our genetic codes hard programmed into our very DNA.

Now, with that short preamble aside, 2cm growth is very achievable with manual works, hands only with proper wrapping or sleeving, within 9 months for first time PE journeymen. If you follow the routines with great disciplines and minimal expectation, not worrying about measurement every week or every month, you'll see changes simply through observation. Visit the forum and talk to the rest of the brothers here, report in, and ask questions on where and when to change the exercises and intensities, even with just manual works using only your hands.

Once you get your 2cm, be ready to spend another 2 to 3 months working just as hard to ease into your cementing period, then another 2 to 3 months to ease out of the cementing period to make your gains completely permanent for life. Well, you'll lose some due to aging.

Second question: In the coming months, would it be okay to wrap my penis with a bandage? I don’t mean a penis sleeve, just a regular bandage. Should it be wrapped tightly?
How long should the bandage stay on?

Definitely. Wrap lightly and properly. No need to wrap it to the point where the penis is completely cut off of blood circulation. The trick is to wrap it lightly to keep it elongated, while the blood is promoted to flow through an elongated penis for healing after the exercise routine.

Use a flexible bandage for good skin breathability. If your penis tug-back is stronger than your bandage layering and it slides into the bandage, use a TheraBand layer (yellow color) or some material close to it, wrap the layer at the base of the glans, then wrap the flexible bandage on top. This will prevent the glans and penile shaft from shrinking so much that it retracts below the bandage wrapping. Great for cold days, not so much for very hot days.

If women worry about a shrunken penis because it is cold, then they don't know what true penises are. Mine hid inside by body because it was cold outside, until I went into warm water. It came out to enjoy the warm and hot water like a flag pole.
