Your fluid retention is not in the frenulum. The frenulum is the hard connecting tissue below the glans. The fluid is in the layer of the foreskin. You can perform a reverse jelq or tightly wrap the foreskin for 5 minutes, unwrap, and rewrap a few times with a 5 minutes interval.
Fluid retention is one of the most common one, for both pumping and length exercises. When negative pressure is used, the fluid is pulled up from the blood vessels and surround areas and builds up in the upper skin layers as your penile shaft is not used to the pressures yet.
