They help hold the forskin back from going over the glans. They might be useful for exercise where foreskin needs to be held back.

Can they be used for pumping and prevent fluid buildup? When I pump the first area to swell in my dick is the foreskin.

Many men have issues with retracting the foreskin and in many cases they don’t retract and what happens is they do not make gains because of this. In order to make gains you can’t be stretching your foreskin you need to be stretching your penis. So for those who find it hard to retract the sleeve will make it possible and over time you will grow used to being retracted. And once you’re able to retract it’s all gains.
