Picture proof Fixing Turkey Neck

Hello people, I've been trying to find info/help in dealing with turkey neck. The skin on the underside of my penis is a lot shorter than the top and my scrotum skin goes half way up my penis. Can anybody point me in the right direction?
 
Simply push all skin back and pull down scrotum as you stretch. This will make all that skin part of the scrotum as you grow
Have you tried scrotum/ball stretches?
I've tried that but another issue I have that I didn't mention in the original post is that I had testicular torsion when I way younger and my Testicle are permanently stitched to my scrotum. Makes it more difficult to stretch them.

I do some manual stretching but was mostly using the silistretcher up until the sleeves and cap ripped. Trying to save up to purchase replacements.

Have you tried just to stretch the skin, in the area I have marked on your picture?

I have. I tried as you and DLD mentioned however it's a bit difficult as the scrotum skin goes half way up the shaft. I'm 7.5" nbpel and the distance from the scrotum skin to tip of head is no more than 4". I tried gripping around my shaft where I marked it yellow and stretching the skin and penis above it but it's a bit difficult. Stretching just the skin of my sack hasn't helped with how far up my shaft it goes. I have a Penomet pump which was difficult to use at first because of this issue. Over time the scrotum skin has stretched a bit making it easier to use the pump but it hasn't done anything to scretch the skin on my shift. Hope that makes sense.

@7+wantmore, I was thinking that you could try to stretch the skin downward. Stretch it in the direction you want it to go, that is: away from the shaft. If it works for you, you need to be persistent with it, you will not change it fast. Stretch the skin every day, for a couple of months and see what is happening.
