I hang low weight(10 pounds) for usually 60 min to 80 min a time for around 80min-100min a day.
Is higher weight + less time = better results

What I'm doing with the lower weight?

I'm aiming for 7 inches and I'm curently at 6 inches after gaining about a 1/3 inch of newbie gains from jelqing + hanging here and there.
I honestly don't like jelqing that much and hanging + manual stretches from what I've heard is the way to go for strictly length.
I've talked to this guy over the net who was also into pe and had made very impressive gains.
Since I don't like Jelqing his routine sounded amazing to me.
